Keith Kelly | Festival Director
A lifelong marching band member and instructor, Keith trained and marched with Ireland‘s famous Artane Band as a student. In 2004 Keith joined the Irish Defence Forces Band where he served as principal clarinettist for over 10 years. As a conductor and administrator, Keith assisted in the founding of successful Irish concert bands such as the Clara Town Band and Midlands Wind Ensemble, the former of which would go on to win national awards at the IABCB and South of Ireland Band Championships. In 2014, Keith and a team of other passionate music educators and performers founded the Irish Symphonic Wind Orchestra, an ensemble of almost 100 performers from throughout Ireland. This ensemble was formed to promote the highest quality of wind band repertoire, and after only 3 years has worked with international icons such as Johan de Meij, Philip Sparke, and Mark Heron. As a marching band instructor Keith has worked closely with the Irish Marching Band Association, and international organisations such as Drum Corp International, and the World Associations of Marching Show Bands and has spearheaded a number of successful projects including performances at the Belfast and Glasgow Tattoos and a Drumline Battle in Ireland’s Croke Park with an audience of 82,000.
David Buckley | Managing Director - Celtic Horizon Tours
Originally from Cork, David is a retired member of the Irish Police Force, “An Garda Siochana.” Having founded Celtic Horizon Tours in 1998 it quickly made its niche in a number of markets. In the outbound market they specialise in Sports and Performing Arts and are the official agent for a number of Premier League Soccer Clubs including Manchester United. For the Champions League Finals in Istanbul, Athens and Moscow the company brought over 1,000 supporters to each event. Throughout his career, David has translated his passion for motorcycling into a niche market for the company in both the inbound and outbound markets. David regularly runs motorcycle tours throughout Ireland, the UK and the USA and currently acts as the secretary of the Blue Knight Motorcycle Club in Ireland. A prominent and passionate Scout Leader in Ireland, David has combined his youth work with his logistical and operational skills, and has earned a reputation of being the leading operator of educational and youth tours in Ireland.
Oisin Molloy | Chairperson - Irish Marching Band Association

Barbara Dowling, MA Community Music, AVCM (hons) | Concert Manager
Barbara was an inaugural member of the Gleneagle Concert Band, Killarney from the age of 10. She studied clarinet with John O Connor, Michael Lynch, Bernard Casey and John Finnucane. As a student, she was a member of the National Youth Orchestra of Ireland and Irish Youth Wind Ensemble. In 1993 Barbara was part of the first class of 4 female musicians accepted into the Army School of Music, and subsequently stationed in Athlone with the Band of the 4th Western Brigade. Since then, Barbara has performed and instructed extensively with orchestras and bands throughout the country. In 2014 Barbara, with Keith Kelly, founded the Irish Symphonic Wind Orchestra and has been privileged to perform under renowned composers and conductors such as Liam Daly, Philip Sparke, Johan De Meij and Mark Heron. In 2017, ISWO represented Ireland at the World Association of Symphonic Bands and Ensembles in Utrecht, Netherlands. Barbara has established herself as a successful teacher of woodwind instruments with students now performing with many national organisations. Most weeks, you are most likely to find her in a pit as a freelance multi instrumentalist as part of various musical society productions throughout the country. Barbara is married to Paul, has one son OisÍn, and currently lives in Longford along with their dog Tuppence!
